What We Do

Creating a national model for resilience and innovation requires special skill in finding, assessing, and making agreements with qualified private partners. We use our global network of clients, projects, and business relationships to alert private investors to the unique opportunities offered by the City of Newport.

Newport’s Resilience Innovation District reflects this innovative and multi-pronged approach to taking the challenges of tomorrow and making them economic opportunities for today.

Resilience enables cities to bounce back “quicker and stronger” from disasters, manage chronic challenges (like infrastructure funding), and withstand climate change. By bringing together Newport’s civic leadership, the private sector, and other community institutions, resilience strategies can also strengthen the local economy withstand climate change impacts, and realize economic and employment opportunity where before there were only challenges.

    1. Be it a weather event, cyber-attack, economic/social/health crisis or some combination of these shocks;
  2. 2. Sustainability
    1. What did we learn from the shock? How to either avoid or prepare for the next shock and,
  3. 3. Resilience – Profiting from the Shock
    1. Utilize what was learned in the sustainability exercise and,  as “first adopters” identify how to transform the challenges of the shock(s) into economic opportunity by utilizing new technologies, materials, designs and processes to benefit the local economy AND to export the technologies, products and experience to other US and global locales.


To pursue its vision to be a national model for resilience and innovation, the City launched a national RFP, and entered into a Primary Project Advisor and Strategic Partnership with a group of companies which later became the Newport Project Development Company (NPDC).  Their task is to find and review potential projects, bringing together private investors for financial support tailored to each project, and work to strengthen the City’s resiliency while enhancing innovation, economic opportunity and job creation.

This team of five companies combines specialized expertise in public-private financing, resiliency planning, construction management, legal requirements, and investment management.

Infralinx is a global financial services company based in the United States. Senior Infralinx executives assigned to NPDC have finalized more $250 billion dollars in build-operate-transfer projects, private finance initiatives, and public-private partnerships around the world. Infralinx is currently working in the United States on coastal preservation work on the East and Gulf coasts.

Louis Berger is a global engineering firm ranked in the Engineering Record-News Top 20. Louis Berger is internationally recognized for combining economic development, planning, and design-build expertise to help communities recover from storm events, such as Super Storm Sandy. Gilbane Construction, well known throughout Rhode Island, is the oldest privately-owned, major construction company in America and has been ranked as the top construction and program manager by Building Design and Engineering News-Record. As a construction and program manager, Gilbane serves the owner’s advocate on its projects. The company is highly regarded in Rhode Island for its commitment to workforce development in the building trades.
